Making a small program

Hello

In my school I am assigned to make a small program for a non excisting airline company. The programme must have two variables; number of seats and number of passengers. Here after the programme have to show a random seat pr passenger and show it in a list. Empty seats must be shown in another text.

Other demands:
The number of passengers cannot exceed the number of seats
A seat can only be assigned one passenger pr plane
The planes distribition of seats have to be random

Can you guys give me any hints of which codes I need or any advice
