sql backup and use as datasource

Can anyone advise the best way to use a sql database dump as data source for a winforms application. Is that possible, I would like to dump data from my SQL DB and email to a user who can then run the windows application but using the dumped data.

I hope this is clear and would like some advise on best way to do this.
