Shape File Creations

I am working with shape files using windows application
 
my requirements are
1.excel sheet contains state,district,taluka,region,zone,territory
 
- export data from excel sheet to datatable/dataset
-Create shape file
-create three columns in shape file automatically
-compare taluka-region
taluka-zone
taluka-territory
only maching values we have to store already created three columns
 
Please any body help me for this requirement.
